Billy brings more than 25 years of experience in the surveying profession, including over 14 years with JBI Partners. He began his career at JBI in 2000 as an entry-level field surveyor and, after brief departures in 2008 and 2018 to pursue other opportunities, returned with expanded experience and perspective. Billy is licensed to practice surveying in eight states and has completed extensive work across many of those jurisdictions.

Over the course of his career, Billy has held nearly every role in the surveying profession—from rodman to Divisional Director of Surveying—providing him with a deep, practical understanding of the challenges and responsibilities at every level. His experience spans a wide range of project types, including single-family and multifamily residential, commercial, retail, transportation, heavy industrial, and energy-sector developments. Having worked across numerous jurisdictions and states, Billy has developed a strong ability to efficiently guide projects through complex entitlement and regulatory processes.

Outside of work, Billy and his wife, Heather, are proud parents of five children and grandparents to two granddaughters (so far). They enjoy spending time with family, cheering on their favorite college teams, traveling, and attending concerts.
